The project will design, build, and operate a 1,000 bbl/d asphalt binder plant to be located in the oilsands region to produce asphalt binder for paving test roads. The project will involve an ecosystem of participants to supply Athabasca bitumen, transport, and complete QA/QC testing of the asphalt binder and test roads to prove the durability over time. The product validation can be used to promote Alberta Athabasca asphalt binder both in North America and International markets.
The validation of Athabasca asphalt binder presents environmental, energy, economic and job opportunities for Alberta, Canada, and the world.
Reduction in GHG emissions per bbl of up to 80% when repurposing bitumen for non-combustible asphalt binder versus combustible uses.
Job sustainability and creation occurs as an outcome of successfully validating this project's primary initiative and then repurposing oilsands production to asphalt binder at a commercial scale. This will prevent significant job losses from falling production due to lack of owner reinvestment and the 'Just Transition' focus.
Although producing asphalt binder in liquid and solid forms will create jobs, it pales compared to the direct and indirect job losses of falling production in the province.
